About Us
Undercover Academy serves as the premier training program designed specifically for Undercover Officers who are assigned to Narcotics or Online Predator investigations. This comprehensive academy equips law enforcement professionals with specialized skills and tactics needed for these challenging assignments.
Program Structure
The academy offers a selection of five one-day classes. These classes are tailored to meet the diverse professional needs of students, allowing participants to enroll in a single class or multiple classes as they see fit. Each class is carefully structured so that the instruction builds upon the material presented in the additional classes. Although students may choose to take individual classes, it is highly recommended that all five classes be completed for the full benefit of the training program.

Additional Resources
Students who complete the Undercover Drug Investigations class or Online Predator Investigations class are granted access to the online Undercover Academy document library. This resource provides all the essential forms necessary to organize and streamline their investigations.
Training Objectives and Principles
The tactics taught at Undercover Academy are designed to enhance the efficiency of investigations while minimizing potential risks faced by Undercover Officers. The curriculum emphasizes universal undercover principles that are applicable to agencies of any size.
Expert Instructors
Undercover Academy instructors have been selected for their extensive expertise in the fields of undercover investigations and tactical operations. Collectively, their law enforcement experience spans over 100 years, ensuring a high standard of instruction and mentorship throughout the program.
Lead Instructor
Detective Andrew Jicha (Ret), a 26-year veteran of the Waukesha Police Department, is the founder of Undercover Academy and PACE Police Training.
Detective Jicha served as a detective for 19 years, spending 15 years working undercover. In this capacity, he was involved in more than 1,500 undercover operations, contributing to investigations of narcotics, online predators, and human trafficking. His extensive field experience provided him with unique insights into undercover work and complex criminal investigations.
Beyond his detective duties, Detective Jicha held several key positions within the department. He was a field training officer, responsible for mentoring new recruits and sharing his expertise. As a tactical team member and crisis negotiator, he participated in high-stakes situations requiring specialized skills and composure. His work as an Internet Crimes Against Children (ICAC) investigator and background investigator further demonstrated his commitment to thorough and ethical policing.
In addition to his work with Undercover Academy, Detective Jicha owns PACE Police Training. This organization is known for offering the widely recognized PACE Police Applicant Background Investigations class, which prepares participants for effective and responsible background investigations in law enforcement recruitment.
Detective Jicha served as a Law Enforcement Instructor at Waukesha County Technical College where he taught Criminal Justice Studies, trained new recruits, provided in-service education and created several specialized training programs.
Detective Jicha is actively involved in several professional organizations, reflecting his commitment to ongoing education and collaboration within the law enforcement community. He is a member of the following associations:
